Environmental Health Officer

Connect2Luton are excited to recruit an Environmental Health Officer on behalf of Luton Borough Council.\n\nMain purpose of position:\n\nTo effectively implement and deliver complex reactive and planned workload in relation to food hygiene, food standards and health and safety enforcement service areas. Provide professional support and advice, in line with appropriate competencies, to local stakeholders and other council services.\n\nSupervise and coach less experienced team members.\n\nTo deputise for the team manager and service manager as directed.\n\nYou will be responsible to:\n\nUndertake planned interventions of higher risk commercial premises and identify contraventions of appropriate legislation, codes of practice, statutory guidance, policies and procedures. Determine and implement enforcement action in accordance with council policy to achieve compliance, whilst maintaining accurate and timely records of activity on the council's computer database.\nPrepare statements of evidence and other information for the compilation of reports for legal proceedings and attend courts and tribunals to give evidence on behalf of the council.\nProvide professional technical advice to, and deal with, complex complaints and enquiries from consumers and businesses, identifying potential offences and securing compliance in accordance with the Council's statutory duties.\nInvestigate complex and high-profile notifications from national regulators/bodies in accordance with statutory duties and ensure actions are taken in line with agreed policies.\nCarry out food, water and environmental sampling and analysis, as may be required in accordance with sampling programmes.\nAct as a consultee for planning applications, licensing and safety advisory group applications relating to health and safety and food safety.\nDevise, develop and undertake complex activities and projects aimed at raising standards in businesses, including provision of accredited training courses, interventions based on evidence, better regulation initiatives, working with other services to assist businesses.Skills and Experience:\n\nIn-depth experience of securing or improving compliance with health and safety or food safety and standards (composition and labelling) legislation\nAble to communicate, advise and persuade service users and businesses clearly and authoritatively\nAble to undertake detailed, complex investigations, identifying service improvements evaluating and interpreting legislation, statutory codes and data relating to the activity of the team, monitoring impact of projects and applying outcomes\nAble to write concise and accurate reports and documents and deliver presentations\nAble to manage and prioritise own work to meet targets and deadlines\nIn-depth current knowledge of environmental health legislation, topical issues and priorities and strategies to secure compliance\nNEBOSH Diploma or equivalent qualification to at least level 4\nEHRB registration as an Environmental Health Officer\nHigher Certificate in Food Premises Inspection or Higher Certificate in Food Control\nAble to travel to sites throughout the Borough for inspections and investigations on a daily basis, including transport of equipment\nAble to transport equipment to and from site visits (daily)About Us\n\nLuton Borough Council have partnered with Kent County Council to create Connect2Luton, a recruitment managed service for all contingent temporary agency, contract, and interim roles at the Council.\n\nOur heritage and being local government owned which means we have a wealth of knowledge and expertise within the public sector, with many of our employees having previously worked for the Council or have supplied previously into the Council, for several years.\n\nWe are an equal opportunities employment agency and business that positively encourages applications from all suitably qualified and eligible candidates.\n\nConnect2Luton is a trading style of Luton & Kent Commercial Services LLP - A joint venture between Luton Borough Council & Commercial Services Kent Ltd.
